Is that another show's name "Ice Is Nice"?

Chandler comments: - No, the Gravel Capades. The turns aren't as fast, but when Snoopy falls? Funny. Why Snoopy? Why is Chandler referring to that character from cartoons and comics?  I just don't get it.
