Phoebe is telling Rachel that the guy she brought just have had a joint:

- Smoked a joint, you know? Lit a bone. Weed, hemp, ganja.
Rachel:
- I'm with you, Cheech.

Who is that Cheech and why is that connected with joints?

    This was a reference to Cheech Marin, an American comedian and actor, who gained recognition in the Cheech and Chong "stoner" movies in the 1980's.

    Where "Stoner movies" according to Wiki:
    are a subgenre of films that revolve around the use of marijuana. Typically, such movies show cannabis use in a comic and positive fashion. Cannabis use is one of the main themes, and inspires most of the plot.

How is Chandler's reference to Hymn 253: "His Eyes are on the Sparrow" funny? Ross and Rachel just broke up. Rachel invites guys to a free event she has tickets to. They reject the invitation, because Ross had them reserved for that same night earlier. Rachel says that it's not a big deal and leaves. Everyone is upset especially Chandler. He lights up a cigarette even though he wasn't smoking for a year already. Someone knocks on a door and Chandler says: Chandler: That's great. With my luck, that's him. Phoebe:  Him? Ross? Chandler:  No, Hymn 253: "His Eyes are on the Sparrow." What is that with this hymn?
