This is a tricky one since most of this isn't even an obvious reference to anything, it's just intuition.
ReplyDeleteIn 1972 and 73, 'Chad' was one of the top names for boys. In 95, anyone born in 93 would've been 22.
'Shiny' implies a reflective sheen, either from water, oil, or something else. So it could be sweat, oily skin, a lot of hair product, or some combination of the two.
Oily young men with carefully styled hair, loitering around 'those women', who are older and probably somewhat wealthy.
Basically she is saying she feels like a lonely, old woman who has hired a young male prostitute.
